JIMJ Project on Training Needs Assessment of DOIT&C Jaipuria Institute of Management, Jaipur, conducted a Training Needs Assessment for the Department of Information Technology (DOIT) of the Government of Rajasthan. DOIT is the nodal agency created specially to implement computerization projects in Government. The TNA was conducted in the technical as well as management area of the DOIT&C with data collected from all its offices. The objective of the study was to analyze the training needs at DOIT&C and improve the performance in the planning, implementation and management of the DOIT&C functions. The study was conducted during October 2009. A questionnaire was specifically designed and administered for the purpose of collecting information from the respondents. The respondents were the key functionaries of the DOIT&C. Some of the key personnel were interviewed.
The questionnaire was analyzed to find out the key areas of training as perceived by the respondents. Almost all respondents recommended conducting the training in a participatory manner with group work and cases. The general pulse of the people was very encouraging and some of the officials look forward to training programs.
| The recommendations on the basis of the analysis are presented as follows: |
Prioritize the training needs as a first step towards an agenda for action. |
Design both functional and general training to bring necessary changes in an integrated manner. Specialized training in specific functional areas might help bringing in requisite skills and general training in other areas will improve the capacity building. |
Determine the duration of training for different groups at different levels. Higher level of functionaries will have less duration for training. |
Address the issues raised in the planning and delivery of training for making the training program effective and meaningful. |
The training should be need based, participatory, hands on and effective. |
Specific cases should be developed for imparting training to the participants so that effective learning might take place and slowly we might transform the whole set up as a learning organization. |
Since the basic aim of training is capacity building, the authorities must come up with specific strategies for training. An integrated systems approach should be undertaken for imparting both specific functional and general capability improvements. |
As DOIT&C is purely a department of Information Technology but it does not have a website, so a web site should be developed immediately. |
While collecting data by the research team DOIT&C employees were found insecure and hesitated to specify their training needs as per their jobs. It shows they require managerial skill along with technical skills so that they can deliver the desired out put. |
Employees feel that training will be imposed on them. The reason behind this feeling is that trainings are generally theoretical and class room type. There is a need that training module should be so designed which involves a participatory approach. |
